Current weight = 190

What's the best way to drop 25 pounds by July 18?

I recommend you don't even attempt it. Diet down to 181 as your stable bodyweight and have an easy weigh-in.

If you try for 165 you'll miss it and destroy your performance in your oly test day and the meet.
